昨日（16日）、パレスチナの友人から「アラート」のついたメールが送られてきた。西岸地区ヘブロンの南で外国人の人道活動家が入植者に襲われ、1人が入院したという。やや詳しいことがわかったので、書いておきたい。（イスラエル人入植者からパレスチナ人への嫌がらせ、暴力は毎日のように起こるが、このケースの背後にあることは典型的な、大事な問題を含んでいる）。

マオン植民地（入植地）の入植者に襲われたのは、「クリスチャン・ピース・メーカー・チーム」（CPT）とイタリアの団体「鳩作戦（Operation Dove）」の活動家で、自分の土地に放牧しているパレスチナ人羊飼いへの付き添いをしているところを攻撃された。

「鳩作戦」の2人はひどく殴られ、うち1人は頭部を強打されたために入院した。一時的な記憶喪失、ものがハッキリ見えないなどの憂慮される症状の他、唇のひどい裂傷を負っている。

また、米国人のダイアナさんは、入植者によって、一時的に彼らの「狙撃ポイント」に拘束されていた。ダイアナさんは10月にも同じ入植者たちに襲われている（そのとき、他のメンバーは腎臓破裂という目に遭った）。（以上、CPTのレポート、「鳩作戦」メンバーの緊急報告による）

9月と10月に起きた同じ場所での入植者の襲撃については 9月の襲撃 、 10月の襲撃 に書いてある。

これらの事件が起こったのは、ヘブロンの南にあるアットゥワニ村で、なぜ、放牧や児童の登下校に対して外国人の付き添いが必要なのか、そしてその人々が入植者に襲われるのはどうしてなのか。

この疑問に答えてくれる良いレポートがISM（国際連帯運動）参加者のアーロンさんから出たので、かいつまんで紹介したい。

「1980年の、見た目はのどかなある日、イスラエル・ユダヤ人の一団が西岸地区の南の端に入り込んできて、木々をぽつんぽつんと植えていった。この小さな出発が4年後には「マオン」と名付けられた植民地運動に広がっていく。

この場所はパレスチナ人の小さな村「アットゥワニ」から数百メートルしか離れていなかった。このようにして500年の歴史を持つ村における最近の問題が始まった。

アットゥワニは本当に単なる素朴な村だ。ヤッタの街の南に位置し、ヘブロンからは車で1時間の距離にある。ちゃんとした良い道ならもっと早いだろうが、それはイスラエル人にしか使用を許されていない。

アットゥワニを取り巻く丘の光景はアイルランドの田園地帯にとても似ている。広がる緑の中に、ところどころ岩が顔を覗かせている。この農業コミュニティはオリーブ、レンズ豆、大麦、羊の放牧で生計を維持してきた。羊飼いたちは環境に気を配りながら、ピースフルなやりかたで群を移動させている。27家族、200人がここに暮らしている。そのどの家もがイスラエル政府からの「破壊命令」を受けているのだが。

村からはマオン植民地の整然とした家の群が、はっきりと見える。それは「脅威」の象徴だ。入植者はやって来て以来、アットゥワニの村びとを追い払うことにやっきになってきた。彼らはその「使命」に真剣になっている。

ヘブロンとほとんど同じように入植者が地域のパレスチナ人を追い払うとき、彼らはたえず無実の人々を手荒な暴力にさらす。マオン植民地ができてからの20年来、入植者はオリーブの木を引き抜き、羊を盗み、羊飼いを殴り、登下校の学童たちに投石を繰り返してきた。イスラエル軍といえば、それより悪くはないという程度だ。地域の暴力を止めるというよりは、攻撃のさなかにもただぼーっと立っているだけなのだ。

入植者たちはモスクを含めた道路やインフラを壊した。［しかし］この20年続いてきた嫌がらせで逮捕された入植者はやっとのことで1名ほど見つかるという有様だ。

その半面、アットゥワニの入植者問題はここ数年間で、いくつもの国際的な平和団体の注目を集めるようになってきた。たとえば、「鳩作戦」「クリスチャン・ピース・メーカー・チーム」、「エキュメニカル（世界キリスト教会）同伴チーム」、ISM（国際連帯運動）などが地元の人々の闘いをシェアし、困難をやわらげるために集まってきた。

One of the activists who has found his way here is Art Gish of the CPT. In a lot of ways, Art reminds me of the folk singer Utah Phillips. He's a pacifist, draft-dodger, story-telling man-of-the-hills ＾ a page out of the history book of non-violent resistance to injustice. Art has been working in Palestine for ten years now.

According to his analysis, the project of the Israeli state in At-Tuwani is to de-populate the region of Palestinians. Art and the CPT have been working hard to draw international attention to the region, and they've paid a heavy price for it. On September 29, 2004, two CPT members, Kim Lamberty and Chris Brown, were walking a group of young Palestinian students to school in the morning. They were ambushed by settlers dressed in black with scarves over their faces and were beaten badly with bats and chains.

Both Kim and Chris were severely injured and taken to a hospital in Be'er Shiva. Their assailants got away without punishment.

Just over one week later, settlers from Ma'on attacked another group of international activists who were carrying out the same task. It's clear that these settlers are driven by not only a crazed hatred of their Arab neighbors, but also a hatred of those who have the heart to help those Arabs.

Art is a wise man. He knows of the risks he's taking, but is completely dedicated to his work and the people of At-Tuwani.

Due to the ongoing attacks on schoolchildren, and the efforts of international organizations to raise awareness, the Israeli army was forced to take action on behalf of the Palestinians of At-Tuwani.

For the last few months, the children have been accompanied home from school by an army jeep and soldiers. Despite their presence, the settlers have continued to stone the children while the army has stood there uselessly. I thought that it is ironic how the occupation forces will use tear gas or rubber bullets to disperse the most peaceful Palestinian demonstrations, yet they would never consider using the same tactics on their own people.

Today we had a chance to observe the army accompaniment. Sure enough, at 1:00pm sharp, the jeep pulled up and the small kids gathered around it, backpacks in tow. We watched this tiny caravan for about twenty minutes until they had passed the hills in the distance. Nobody was harmed today, and although we did see some settlers, they appeared unthreatening. It's funny how we wipe our foreheads with relief when something bad DOESN'T happen in At-Tuwani.

Still, for the villagers here, life is a lose-lose situation. They are being violently harassed by the Israelis of Ma'on, and the only force that could protect them ＾ the occupying force ＾ is too busy demolishing houses or stopping them from being built. It's evident that somebody high up wants them out. In fact, many have fled over the years to nearby Yatta.

However, there is something defiant about the mere existence of At-Tuwani. When the schoolchildren are stoned, they carry on to school anyways. When the grazing hills for the sheep are declared to be closed military zones, the sheppards return the next day. And when the army halts the construction of the long-awaited medical clinic, the saws and hammers start right up again. At-Tuwani has been here for 500 years. It may be humble, but no colonizing force will erase it any time soon.
