ガザから入植者が全員退去したようだ（22日）。23日は残りの西岸2つ。これはどうなるか、ちょっと不穏でもある。

入植者からの攻撃 を読んでいて、いつもと違うぞと発見した。どう違うかというと、

• （2つの殺人事件を除いて）じつは入植者自身の暴力がマイルド！
• すぐにイスラエル軍がやってきて、パレスチナ人を守ってくれる！しかも、逮捕もしている！
• 負傷したパレスチナ人はイスラエルの病院に運ばれている。場合によっては軍用ヘリでの搬送。

つまり、どちらもある種のショーをしているんだね。（ここには書けていないけれど、この間もイスラエル軍による逮捕作戦、侵攻、家への押し入り、占拠などは続いている。）

これで入植者について認識を新たにしたのは、入植者は人の顔色をうかがうということ。ま、政府の顔色だけど。

相当にファナティックで、本当の凶行をしてしまうような数人を除いて、逮捕されたりすることがわかっている現在の状況のほうがパレスチナ人への暴力は控え目なのだものね。

掛け声だけは大きいが、イスラエル軍が味方してくれないとわかっている今は普段よりしおらしい。また、別な見方をすれば、入植者による暴力はこうやって止めようと思えば止められるということだ。まったくヒドい話。

このブログには入植者の犯罪の記事がどれだけでもあるが、象徴的なものを2つほど：

国連のOffice for the Coordination of Humanitarian Affairs（OCHA）による西岸での入植地撤去にまつわる状況レポート。道路封鎖や救急車のアクセス禁止などが少しはあったが、人道的危機のような状況はなかった。イスラエル軍がよく「働いて」いた。

The UN has established that 68% of the residents of the Gaza strip live on less then US$1 per day. These are poverty levels akin to the poorest African states. It was hard to believe driving through Israel to reach the frontier that people were living in such appalling circumstances beyond the barbed wire fence. They were effectively prisoners.

とくに移動の制限と貧困について。ガザの出入国コントロール。西岸で検問所が20数カ所減ったかわりに、臨時検問所は300もできていることなど。

メディア検証。パレスチナ人4人の殺害の扱いについて（同じことは思うよねぇ）。私の気のせいじゃなかった…。ガーディアンもダメだったか。

The British press wasn't much better. The usually reliable Guardian's website made no mention of the killing on its front page, nor did the BBC News (World Edition). And even the relatively liberal Israeli daily Ha'aretz, who on Wednesday rightly treated the killings as top news, only had one news headline and one commentary headline regarding the killing on its website, lower on the news hierarchy than reports coming from Gaza such as "Protester takes Torah scroll out of Neveh Dekalim synagogue."

"Evacuation of settlers hinders Palestinians' access to medical aid" （Report, PCHR, 22 August 2005）

「撤退」に絡んだ封鎖のための困難。特に西岸ナブルスージェニン道路。

IOF have imposed a complete closure on the area from Shavi Shamron settlement northwest of Nablus to Jenin. Ambulances are barred from passing through the Shavi Shamron checkpoint, and Israeli troops closed all bypass roads in the area. As a result, nine villages in the Nablus governorate have been turned into large prisons. These villages are: Bazaria, Barqa, Beit Imrien, Nisf J’beil, Sabsati’ya, El-Naqoura, Ej’nesen’ya, Yaseed and Aseerah El-Shamale’ya. Residents cannot enter or exit these villages.
